The protagonists are from an alien race who are surprisingly similar to us.
They discover the Earth when they intercept an early radio signal and come to investigate.
Their very narrow observations, misunderstandings, bureaucratic tendencies and psychological shortcomings combine to make the initial contact farcical and comical.
This is not the dreaded alien invasion which is so often portrayed.
